This Question and Answer-style webinar will feature Candy Gallaher and Barbara Lardy from America's Health Insurance Plans as well as staff from health plans with a national presence. The webinar will explain health plan requirements, expectations for network providers, as well as what will make Essential Community Providers most attractive to health plans looking to grow their provider networks. Get your questions answered and learn more about successful strategies to overcome common barriers to network participation by safety net providers. Candy (Colleen M.) Gallaher - Senior Vice President, State Policy
America’s Health Insurance Plans (AHIP) 
Candy (Colleen M.) Gallaher is the Senior Vice President of State Policy at America’s Health Insurance Plans (AHIP) heading their policy work, which includes the review and analysis of the legislative and regulatory activities in the 50 states and the District of Columbia. She works on policy related to Affordable Care Act (ACA) health care reform implementation at both state and federal levels. Ms. Gallaher is AHIP’s lead liaison to the National Association of Insurance Commissioners (NAIC), utilizing her more than 18 years of experience working with the NAIC on state issues, where Insurance Commissioners and their staff focus on state health care insurance issues, health care reform and exchange implementation. Candy also leads AHIP’s policy group on Individual and SHOP Exchanges being established throughout the states and the Federally-facilitated Marketplace.

Prior to joining AHIP, Ms. Gallaher was in charge of  Regulatory Affairs at Highmark Inc., where she worked on policy and on strategies and initiatives affecting HMOs, PPOs, and national dental and vision plans for over 20 years. She  holds an MBA from Penn State University, did her undergraduate work at Carnegie-Mellon University, and  previously taught as an adjunct professor at Penn State and at Point Park College in Pittsburgh.

Barbara D. Lardy - Senior Vice President, Clinical Affairs and Strategic Partnerships
America’s Health Insurance Plans (AHIP) 
Barbara Lardy is the Senior Vice President of Clinical Affairs and Strategic Partnerships for America’s Health Insurance Plans (AHIP). Within the medical/clinical affairs area, she is involved in building strategic partnerships for the organization; identifying and promoting quality improvement initiatives within the health insurance industry through benchmarking and descriptive studies; exemplary practice models; and industry-wide surveys. Ms. Lardy directs collaborative efforts between AHIP, AHIP member plans, and provider groups to assess innovative models of care and best practices and to disseminate this information within the health plan community. She also secures and directly oversees external funding from philanthropic organizations and federal agencies for analysis and promotion of public health and health services research, educational programming, and studies on special populations. Her responsibilities also include collaborative efforts to facilitate health plan comparison and provide consumers with additional data that enable them to make informed decisions.

Ms. Lardy joined AHIP in 1995 to direct work focused on prevention and public health and the intersection with the health plan community.  Prior to joining AHIP, Ms Lardy was President and CEO of the Group Health Community Foundation (Seattle, WA) for 10 years. Ms. Lardy received her Masters of Public Health from the University of Michigan (Ann Arbor, MI).

Donna Dojan - National Director of Contracting Policy, Standards and Compliance 

Donna Dojan brings more than 20 years of experience in healthcare, business, and management. With a Masters of Science in Organization Management, her expertise includes direct health care, business, and operations knowledge with a focus on health care provider contracting policy and processes. Donna has led Cigna’s effort to drive the improvement of the quality of provider contracts through centralization, standardization, and automation. Donna’s additional areas of oversight include contracting strategy, compliance management, and contractor training.
